Since the Recovery and Reinvestment Act (Recovery Act) passed on February 2009, federal agencies have been developing mechanisms to inform the American public about what the Recovery Act is funding. According to the Office of Management and Budget Memorandum M-09-21, there are three fundamental questions recipients of Recovery Act funding are expected to answer:
1) Who is receiving Recovery Act dollars and in what amounts?
2) What projects or activities are being funded with Recovery Act dollars?
3) What is the completion status of such projects or activities and what impact have they had on job creation or retention?
As a result of this unprecedented transparency, all organizations, contractors, agencies, and/or state and local governments receiving Recovery Act funding must file quarterly reports on FederalReporting.gov.
If your project (grant, cooperative agreement, contract or subcontract) is funded by the Recovery Act, Appalachian will file your report on your behalf. NOTE: No PI or Project Director is authorized to submit reports independently of the Office of Sponsored Programs.
In order to meet the deadlines established by the Office of Management and Budget, Appalachian is requiring that faculty and staff members who are PIs or Project Directors on Recovery Act-funded projects submit monthly reports to the Office of Sponsored Programs.
The template for the required reporting fields, ARRA PI Report Form (this form is located on the Forms page of the Office of Research and Sponsored Programs website under the Grants & Contracts Management heading), asks the PI or Project Director to provide only data that cannot be collected from Special Funds Accounting or Sponsored Programs.
The ARRA PI Report Form must be completed by the 5th of the month for activities from the previous month.
The Form should be emailed to Lisa Bingham by the 5th or the grant/contract account will be frozen until a complete and accurate report is received.
Because the federal government is still interpreting the Recovery Act, we anticipate changes in what Appalachian is required to report. We also understand that our report will be available to the public immediately after the reporting deadlines.
